Certification: Sabio Systems, LLC hereby certifies that this Quality Assurance Plan (QAP) was prepared by the Sabio team.Sabio Systems team quality assurance approach will provide consistent and quantifiable results during program performance while maintaining alignment of the SeaPort-e program mantra and mission objectives. Sabio Systems has embraced the process of quality deliverance in all of its products and services and our team members share this vision of quality across all functions of our business models. The Sabio Systems (QAP) is based on multiple models that conform best to proven standards within our industry. The best practice approach we are submitting is one that is tailored to support all SeaPort-e business requirements. Our flexibility in adapting change and evolving with new requirements with SeaPort-e mission initiatives will be detailed in the following paragraphs.Sabio Systems understands the complexity of the SeaPort-e structure. This complexity through various types of Task Orders (TOs) requires the ability to adapt change to client needs. Sabio Systems will use a variety of controls that address the necessity for quantifiable results. Sabio Systems is proposing the following controls for quality assurance:
• Design in collaboration tailored and effective tools that guide programs in quality services and product delivery through alignment of mission.
• Establish performance measures that ensure capturing of effective metrics of quality & productivity
• Work in a collaborative manner to align all personnel to the achievement of predictable,
quality products and services
• Establish performance measures that ensure effective, predictable performance, while
demonstrating commitment to work in partnership with the SeaPort-e customer to achieve all
goals of the program
• Objectively evaluate adherence of the performed process and associated work products and services to applicable process descriptions, standards, procedures, and the Performance Work Statement
• Proactively measure, report, communicates, and collaborates with the SeaPort-e customer on the quality levels of processes and project work products
• Consistently ensure the on-time delivery of all products and services.

Quality Management System – Sabio Systems currently utilizes a TQM (Total Quality Management) System for internal processes. Our TQM system focuses on continuous improvement of Sabio processes and uses objective measurement tools to provide quantifiable data to analyze for system improvement. The tools and methodologies we use are customer centric that enables us to improve communications, cost and business functions. These improvements translate into cost savings and cost efficiencies throughout our organization. Our quality management process provides for management reporting at all levels of the organization. By using the reporting mechanisms built within our management system, we can determine problems with processes and understand the root cause and symptoms find corrective actions and provide a solution for the problem not to occur again. Our TQM System is a living document that is constantly updated as needed.

Other Process Improvements

As Sabio Systems continues to grow we will continually look for new processes that can improve our capabilities to manage cost. Current process methodology that Sabio Systems is currently looking at is the process of Lean Enterprise and Six Sigma. These process techniques offer the most effective tools to produce processes. The Lean Enterprise concept embodies a collective set of principles, tools and application methodologies that enable organizations to remove waste from the system and achieve dramatic competitive advantages in development, cost, and quality and delivery performance. Six Sigma is a disciplined, structured approach for process and product optimization that is focused on the bottom line of the organization. Six Sigma provides an infrastructure, a well-defined tool set and process that are intended to be used in new product/process development and for improvement processes.
